Hygrocybe psittacina
The Parrot Mushroom, as this gooey, green-capped fungus is commonly known, is not edible. Yet the Parrot Mushroom still satisfies us with its unexpected allure--no other green-capped mushroom found in Illinois features a thick coating of clear slime when the mushroom is fresh and moist. Many hikers have been quite satisfied to pause along the trail for no other reason that to admire this glycerin-covered mushroom.  Eventually the mushroom begins to dry out and the attractive green luminosity fades away, along with what really was the clear attraction.
